[Robert M.] Ball's papers will be added to those of the three men credited with founding Social Security: Arthur J. Altmeyer, Edwin E. Witte, and Wilbur J. Cohen. (All three hailed from Wisconsin and supported the ‛Wisconsin Idea,’ which formed a partnership between university faculty and legislators and state commissions to guide state government, especially to seek remedies for social and economic problems.)
