McCarthy was Chief, Wis. Legislative Reference Department. The book was featured in "A Wisconsin Fifteen", being chapter 11, "The Wisconsin Idea" by Leslie H. Fishel, Jr. Lowwood collection has the original and it is contained on the CD "Wisconsin" which is number 2119 in this bibliography.
McCarthy's approach to The Wisconsin Idea is that it described the Progressive legislative agenda, especially in its 1911 Session, when Francis E. McGovern was governor, the third Progressive governor of Wisconsin, following Robert M. La Follette and James O. Davidson. The book does not deal with the concept that The Wisconsin Idea concerns service to the people of Wisconsin by the University of Wisconsin, which is the modern use of the term.
